Natalia Shipitsina, Global Trade and Compliance Consultant
Prior to joining GTAC as a Global Trade and Compliance Consultant, Natalia served as an Export Control Specialist and Assistant Regional Export Control Officer (ECO), Bureau of Industry and Security (BIS), U.S. Department of Commerce supporting the BIS Regional Office at the U.S. Embassy in Moscow, Russia. Natalia started her career with the U.S. Departments of State and Commerce in 2002 at the U.S. Embassy. She was charged with conducting end-use monitoring, for BIS and the State Department, of sensitive U.S. origin commodities shipped to and through the European Union to Russia, Iran, and China. Natalia has conducted more Post Shipment Verifications (PSVs) and Pre-License Checks (PLCs), by screening foreign parties, throughout the assigned region, than anyone within BIS. While ensuring U.S. exporters, intermediate consignees and end-users maintain a high degree of global export compliance, Natalia also helped the U.S. and partnering foreign governments ensure sensitive U.S. origin commodities were not diverted to unauthorized foreign governments, terrorist organizations and organized criminal elements. Natalia spoke at and participated in numerous BIS Update Conferences providing advice regarding how to comply with U.S. export controls while conducting business with Russia. She also presented at the American Chambers of Commerce in Russia, Finland, Latvia, Lithuania and Estonia. Natalia assisted thousands of global companies and trade organizations to comply with U.S. export controls while working with dozens of foreign governments to ensure a multilateral approach to protecting international security. Natalia assisted in establishing BIS’s European Post at the U.S. Consulate in Frankfurt, Germany. Her participation was vital to expanding BIS’s European footprint helping to manage both BIS ECO Posts Frankfurt and Moscow, which are responsible for collaboration with 38 countries combined.
Natalia is a graduate of the Moscow Aviation University and Moscow City Pedagogical University, attended numerous training courses in export controls with the Bureau of Industry and Security (BIS), and speaks fluent Russian and English. She resides in the Washington, DC area.
For Natalia’s outstanding and dedicated service to the U.S. government, she received an Honor Award from Ambassador John F. Teft, U.S. Ambassador to Russia. After 15 years of recognized and dedicated service to the U.S. Department of Commerce and State, Natalia was sponsored by the U.S. government to immigrate to the United States with a U.S. government-sponsored Special Immigrant Visa (SIV). Natalia is a green card holder and eligible to work in the U.S.
